Estimated Arrival for Estimated Availabilty, or True Appt Set?

I could see if it was a call seeing if she'd be available around 4:30-ish as you had something to do and May not be totally spot on time -- thus it wouldn't be an appt, but she's giving you her estimation of availability in response to your estimation of arrival. In that case, I could see her taking a Walk-In at 4:15, as it wasn't an Appt set. Even when you were sure you'd be there close enough to around 4:30 at least.
But if it was straight-up "Can I set an appt for 4:30 pm?" -- and that's it, then yeah, I understand your frustration. That's a straight up Appt.
