Whoever wrote it pulls every trick in the book to make sure it games search engine algorithms, or at least the conventional wisdom as to how they work since it's a black box. I know this because I've been contracted for work like this (though not for escort "agencies".
So they're trying to get up in rankings for the key phrase "escorts in Hawaii" or some such BS to cash in on tourists who don't know any better. You'll probably find websites like these in other cities with a lot of tourist or business travelers. They're probably offering girls referrerals in exchange for a cut. Never mind that they really aren't an agency and the photos aren't real.
