I think the government is overcompensating for the legalization of marijuana. The government needs a permanent underclass in order for the racket to work. In the past, it was slavery. Then the permanent underclass was drug users. Then it was illegal immigrants before they were glorified. Was watching season two of show, "Undercover Billionaire". Basically it is a capitalism sting whereby a billionaire goes undercover to conduct a capitalism sting to wrangle economic assistance and business community to start a new organization valued at one million dollars.
