How does a LE check actually work? I'm guessing they're not allowed to touch, but in theory couldn't an undercover still grab you but not put it in report?

Went out this morning around 5 am. Not much around for a bit. Then a spinner with curly hair and glasses shows up on Westford and starts running back and forth across the street at top speed. A little too erratic for me to pick up. Eventually two other girls showed, one wearing a white hat that I almost thought was Ana at first. And another that I didn't get a good look out.
Made the loop from 9:00-10:00 tonight and didn't see one worker.
