I can show you more than 2 hand full of ads that post round the clock and never answer their phone or text and will never call or text you back. 1 reason I have for this is that some of these chics are using a review website where they put your number into the site and read reviews on you. If the reviews say that your a time waster or a jackass, then the chic will never pick up the phone for you or call you back. If I had to guess, I'd say mostly so that their regulars will see the posts (I'm assuming they don't spam an email list of regulars, since most regulars don't appreciate uninitiated contact), and secondly to have a stable they can draw from to replace holes in their schedule, or as backups if a regular cancels.
