You describe the "Red Card" well. I know we all don't have the same Intel (information) as others, but it does pay off to stay up on current events. Even if le is taking pictures of people picking up hitchhikers, what would the ticket be for? Last I checked, picking up a hitchhiker is not against the law in Missouri. The great thing about le, (and the reason they are loosing) is that they have to follow the law. They cannot arrest you for picking someone up, even if that someone is a known SW. If they don't have proof, they don't have a case.
That being said, if they start sending "red cards" for alleged prostitution, they will have a law suite, (or quite a few lawsuits) on their hands. They can take pictures of my license and car all they want, but proving illegal activity is a whole other ballgame. Especially when I've never done anything illegal in my life.

And just picking someone up isn't illegal. You have to be caught in the act. You may get pulled over and questioned for suspicious activity, but can't be charged, even if you have a known SW with you.
The so called "Red Card" was probably a made up topic of discussion. I don't think it was ment to start an entire Soap Box on the issue. You MIGHT be able to be ticketed for cruising because the camera did record you passing the same location multiple times (no I have no idea how many qualifies as cruising) But no car based camera could prove that I asked for X and offered Y for it.
I thought I read somewhere about notices could be mailed out to people saying "their vehicles were spotted in areas known for prostitution." But fuck, I read so much shit on prostitution no idea if that has any relation to STL.
