When I grew up, a fair way to share a pizza among 4 people would be to divide it into 4 equal parts and each can eat all or part of their ¼. Then, if someone did not want their entire quarter someone else could eat what they want. Today's definition of fairly dividing the pizza is to have everyone get on a scale or get a BMI to determine who is the fattest and they get the least down to the scrawniest who gets more. Meaning, a 5% cut in taxes across the board is fair even though 5% of $1 B is a whole lot more than 5% of $50 k.
