In most cases the patrol cop will not the intent to solicit prostitution law to cite someone. Now if you stop for a decoy in a sting operation the cops can and will cite you however. This why if when you stop for a girl it is always best to simply offer her a ride. The advantage here is that case law allows some one to offer a girl a ride regardless of whether she is a prostitute or not. If you are cited my recommendation is to hire a aggressive attorney. Have hime file a bunch of motions and there good chance the city attorney will drop the case. If however they persist in pursuing the case ask for a trial. In most cases they will drop the case. Just remember that this simply a misdemeanor and they do not want to expend a lot of resources on a case like this. I would recommend however that you remain silent if a cop pulls you over.

Now, every time I see a cop car, I wonder what he's going to pull me over for. I'm sure it's a huge source of stress to the average population, even though we are not criminals and are in fact the taxpayers paying their salaries and paying them to protect us. Instead, I feel like a target because criminals cost money and people like us pay money for the wonderful tickets the police hand out.

As for "intent" crimes, no, technically, you cannot prove intent, but that doesn't stop you from being found guilty. There are similar laws with drugs, where there's "Possession with the Intent to Distribute" but there is no way to prove intent, which is why they made the laws because even though they can't PROVE intent they can now PROSECUTE intent. If you order ten pizzas, you're not going to eat them all, but does that mean you're going to sell slices without a business license? They don't care, because it's bullshit. It's not about proving, it's about you paying.

I, too, am scared to go downtown and peruse the merchandise. I got pulled over to get checked out a little while back, and since they had nothing on me, they let me go, but I know it was a scare tactic. I worry that the next time I'm down there a cop will run my plates and the computer will place me in the same area late at night and now there's a pattern and now I'm a target. There are so many cops they are looking for non-criminals to make money off. Many are like the new mafia! I guess we got the population scared. If you notice almost every show on TV is a crime drama! I am for good cops! I'm for good justice and good laws! But, where did they go? Now a copy will stretch the truth to bust your ass because he "knows your guilty anyway even if he can't prove it".

The chances of getting stopped are relatively low unless the cop sees you pick up the SW. I doubt the cop will recognize the SW unless he pulls up next to you or unless you are driving a convertible. My guess the chances of being cited or arrested are relatively low in the scenario you described. This is one reason why I drive on side streets after I pick up the SW. After I pick up a SW I drive of the area on a empty streets for a min of 1/2 to 1 mile or more. The basic idea is to reduce the amount of risk as much as possible.
