It's a risk they are not willing to make.

Small country with lots of hills and mountains that are too steep to develop and no one lives on. Everywhere else is full. Going to a wedding is like a Hollywood production done in a giant stadium sized wedding auditorium with 4 or 500's of guests. When riding the subway a flock of 18 to 25 year old will jam into the rail bandaged up and bruised from their plastic surgery- rights of passage. Everywhere are restaurants, coffeeshops, people, old ladies with fresh produce. It's different here where a girl can save up cash and send back a giant stash so as to return to a better life if they can't get a green card. Even some providers here after a year have started to grow their real estate empire passive future income. Plus, there is always the looming threat coming from the North.
Some providers will say K-men just like to drink and smoke, while here we are throwing designer jewelry at them while paying insane upcharges.
