So, I'm on SB scrolling and find my step daughter's friend. Looks like she hasn't been active on the site for the past 11 months. I'm friends with her on FB and still have her contact info on my phone.
Looking for advice on how to approach her. Message her and just come right out and ask if she's sugar dating and would like to see if we click? LOL. Could be a dream come true or a nightmare. Coin flip.

Just yes or she will ghost you.

Absolutely a potential nightmare (or worse); you never want a casual hookup to carry life-altering hazard.
That said, what you SHOULD do is make sure your daughter doesn't get mixed up in the sugardaddy thing; if she has friends who are doing it, she's probably at least aware of it! Steer her clear.
