What happened to you happens to me all the time when it comes to parking. Half the time the code the agencies gives doesn't work and / or visitor parking is hard to come by. I don't know how the set up is at BAL, but at other agencies, when I see another car behind me, I just move and circle behind them and follow them right in. Though a lot of times, I am very lucky and I literally get there as the gate is either still open or as a car is just entering, so I just drive in. After entering, I'll drive in a roundabout way to another location and after a little while proceed to the actual location. As for visitor parking, if I can't find any, I'll try and park in an area that isn't too full, even if I have to walk for a bit.
