This reminds me of the sting LE likes to run to rope in people with open / outstanding warrants and felonies. They tell the felons and fugitives that they have won a contest and a prize that will be awarded at a Steak and Lobster at a local hotel. Once inside the hotel banquet room they are schmoozed and boozed a little and are all asked to take their seats so they can be served their steak in lobster dinner. The "guests" expect to be served a tasty dinner by waitresses. Instead every exit is rushed by an overwhelming LE presence and all attendees are hauled off in cuffs.

There are no outstanding warrants etc (I hope) for most of us. There would have been no crime committed unless someone offered $ for sex. And, even then only one person would have committed a crime. What am I missing?

Let's say they are actively investigating mongers (as has been stated in Chicago) , this is a great way to ID a number of them. Then cross check that back to various notels in the area. Hell get plate numbers compile a list and use it in the parking lots of suspected Notel prostitution sites.
No arrest as to occur to be on the radar for a future arrest.
