I don't remember exactly what, if any, information they required but there's almost always a workaround to maintain anonymity. Bought a TracFone from Walmart a few years ago and got it started with no difficulties and no accurate personal information. If I'm remembering it right, the set-up requested personal details but I just created a persona and made up all inaccurate info. Since then, I just buy the refill cards once every month or so from Walmart, this does not require any identifying information. The phone has worked great for me with never a problem. I don't know if there's a reason you're wanting to go with Net 10, but I would have no problems recommending TracFone for hobby use.
