Perhaps best bet is to just have a pre paid phone that you use to mess around with, that way your identity is never linked to the phone. They can track your GPS location based on the phone, but not your identity.

If you're only dealing with secure websites or apps that only use secure layers, for example. Those that start with https, once you arrive at the site further communication is encrypted even without a VPN. Some governmental agencies might still have access to it.

What you can't easily hide are things like your device name, phone number, SIM card info unique to you, MAC address (a unique I'd burned into your device that also includes certain manufacturer data), or any information exchanged in the clear by apps sent once a new network is connected to. What gets exchanged depends on the type of network (s) the scanner is imitating.

Most of that information would have to be cross referenced back to you by your carrier's customer database. However, if linked in a private database with plate scanning information, every hit added to the database increases the quality of matches without external requests. In theory, a device collecting over the air signals would get a bunch at once, while plate scanning and photo devices collect less and at slightly different times. By slicing and dicing the data around what was or wasn't present at specific times, a database would improve over time and be able to match plates with internally available DMV data to devices. I'm not saying this is happening now at a local level, but I'm sure it's at least available at a higher governmental level and possibly in use.

Some folks aren't aware of any of this and leave things like notifications, mail and text apps, news and weather alerts, social media. Set up to auto update, and some apps don't default to secure methods. In those cases, once the device connects to a fake network, the device will attempt to log in and update, sending your user I'd's passwords and other info immediately and in the clear. This holds true for both legit law enforcement devices imitating cell carriers and the amateur sitting in McDonalds or the airport broadcasting a network name of "Free Public WiFi" over WiFi.
