Been a way for a while due to the holiday and family business. Regarding the action in the Parsons / S. High area, best bet is between 4 and 5 pm. You may get lucky during early morning rush hour but its been a while since I saw anything worth stopping for. Occassionally there is a heavyset blond about 5'9" on S. Parsons near the ice cream place. On rare occassion you might find something during lunch hour.
But evening rush hour is best but even that has been light of late. On Parsons south of Whittier there have been a few WSW that live east of Parsons between the ages of 23 and 28.
