If you have enough friends already on there they can vote you out of quarantine, as I recall though level 0's cannot vote. The initial charge helps the management pay to keep the site running. If you have trouble getting ladies attention as a 0 you can try the zerotohero club, there are supposedly some worthwhile ladies there who will see you and help you build your network up.
