I believe the user is trying to say that if two phones are consistently powered on nearby a truly dedicated Inspector Javert could deduce that they are used by the same person. For example both phones are shown to take the same route to work every day to the same workplace. Would someone go to this much trouble for a misdemeanor? No absolutely not. But, if you sleep better at night knowing you are anonymous, keep your burner phone turned off while your real phone is powered on and vice versa.
