I obviously can't speak to if they're using some sort of SMS proxy, but looking at the IP data for the web site it seems possible that the hosting provider is having issues. The IP belongs to Abelohost in the Netherlands, which appears to have only one path to the internet. Looking at the path, the last hop I see responding is with their upstream provider.
Abelohost's website is working, though it is fronted by Cloudflare, so that's not necessarily definitive.
TLDR; Lollipop has a potential issue with their hosting provider, but not definitive. We'll have to wait and see.

When it's LE related there usually a message stating the domain has been seized. Like others have said, there seems to be an issue with hosting provider.
Considering the other data we have, where a number of other locations around the country are in the same boat, I think I probably agree, that it doesn't seem LE related, at least locally.
Why they're not responding to messages is unclear, but the anecdotal reports of coming back in a month-ish also feels less likely to be LE related.
Locally, KA seems to be responding / operating normally.
So, we're all just playing the guessing game for now.
Talked to KA about the hullabaloo with what's going on and they assured me it was still safe to visit so I figured to make a trip while the getting is still good with Allie and glad I did as she is leaving in a few weeks according to her and I do not venture far from the west coast.
