It's the low hanging fruit
Dart, Cook County, and any other politician / city that runs these stings tries to take the moral high ground, always using trafficking in their interviews. However, this has nothing to do about moral high ground / trafficking and everything to do about revenue generation. This is one of the last "crimes" that they use shame to their advantage for those they arrest. They know most will pay the fine and not fight because fighting puts the fighter in the spot light. It also makes it looks like they are doing something, when in reality they could probably plan it over donuts on a coffee break.
When politicians get truly desperate (especially in IL), they will consider legalizing and taxing it (much like weed). Until then it will be like the wild west. Canada does it correctly. Europe seems to know how to do it. Yet, in the US we can't do it? It's much easier to go status quo then change. Dart knows the tree is still plentiful of fruit.
New York Won't Prosecute Prostitution.
Just heard this on the radio news. Hopefully this will get others states thinking in the same direction. At least it's a small step to possible decriminalization or even legalization.
