Involving LE is expensive, as they need to establish probable cause and gather enough forces to execute the search warrant, however LE can simply park a marked LE vehicle right in front of the entrance to the nuisance business and that in the past has served as a deterrent to the customers. Lastly, code enforcement is probably the best way, almost always can execute the kill shot and not overly expensive.
