Should say: "Rank the Network Ratings you have already issued to others:

Safety.

Compliance.

Integrity.

Reliability.

Karma".

Just drag the corresponding tile then it will show accordingly on the network. I'm not quite sure of the logic behind it but that's where it is so you can experiment with it. Hope that helps.
