Same reason that FS providers might not like a customer asking for HE. They're there to make as much money as possible with each appointment, doing up to the max that they're comfortable, or willing, to do. I bet they wouldn't complain if you tip upfront the amount for a HE and only ask for a massage. Then again I can also see how giving a legit massage could be more work than giving a HE, LOL.
