The idea is to present an unbelievable opportunity with no obvious downside. Some people (by no means all) will succumb to the temptation because of a combination of "fear of missing out" and "I don't have anything to lose" They don't need or even want everybody that sees the ad to fall for it. Just a handful of people falling for it is usually enough to make it worth their while.
So don't be insulted. If you recognize the scam as a scam, you were never part of the target audience in the first place.
