Yeah, catching a cab to / from the airport is painless. I find you usually pay more coming from the airport as they are metered and regulated. Going to the airport, you can always find a cabbie willing to bargain down.
As far as when to go to the airport, for returning home from Manila, I always get there a "minimum" of three hours before the flight. It is PACKED at that airport and the lines just to get your boarding pass are loooooooong. And security is even longer at times. If you get there two hours in advance, chances are you'll miss your flight.

I think most of it is because I'm buying the girls I'm with drinks (Mostly shots) and I pick up sometimes more than one girl a day. Plus the flight, hotel and food and ya! LOL.
I say, bring more than you think you'll spend and let loose! Have fun, treat the Philippines like Vegas and just enjoy the experience! FYI. Vegas sucks when you're on a really tight budget compared to just throwing your money around on the tables, machines, bars, clubs, shows, etc!

What would eat up your budget depends on where you go and what you're going to do. If you go to those higher priced gogo bars in Makati, buying drinks for the girls, take them back to your hotel, it can eat up your budget quickly if you do thIs too often.

I say, just forgot Manila and go straight for the throat and hit up Angeles City. You can setup a private ride to pick you up at the airport and drive you straight to Angeles using a private car from the hotel you're staying at or an independent company like margarita station airport pickup. Google that because you can't post websites on this site.
For your first time, ABC or Angeles Beach Club hotel is a great option! They'll look after you, teach you the ways and it's a great place to meet other mongers that you can party with. It's a bit pricey though compared to the rest. My last trip, I stayed at the Lewis Grand Hotel. This hotel feels like a 5 star hotel and is a bit more cheaper than ABC. Pacific Breeze and Wild Orchid are my other 2 options. Or you can just go super cheap and stay at a place like tune hotel or Devera Hotel. It doesn't matter because everyone has different preferences. Keep in mind, you can't just have sex all day and night. I look for good wifi, a pool to chill at during the day, good places to eat, etc.
The most important tip ever! Use a condom! No joke bro, a lot of these girls will do everything raw with you. It's up to you if you want to chance it but I wouldn't. If you do, examine it first to make sure it's ripe for the picking. Remember, don't spend all your money! Keep an extra 100 or 200 on you just incase! Oh and the good thing about ABC and Lewis Grand, if you get in trouble with the law, they got yo back!

He can stay in AC where the bar prices would be cheaper but, that's if all he's going to want to do is go bars and doesn't mind that. IMO, staying in AC for 10 days is too long. It's like staying in Las Vegas strip for 10 days. You can get tired / sick of all the hotels / casinos. Not too bad if you venture off of Vegas and go Hoover Damn, drive to LA and do a road trip.

Not to say that you have to spend it all but, the US dollar to philippine pesos is weak right now so, things will cost more than it was just a few years ago. The RT airfare and hotel will eat up a chunk of the 3000 already. Plus, you don't want to stay in a hotel that's too cheap just so you can have more spending money. If you can up the budget total to 4000, it's going to really help out.

Do you want to be this cheap as fuck monger that just buys meals for yourself, a few beers for yourself, gets the cheapest girl for a day and stay at the cheapest hotel? Or do you want to have fun, party, take shots, take multiple girls, have meals with the girls, throw money around as if in a strip club, throw ping pongs, hire taxi's instead of walking, etc?
I remember trying to budget $100-$200 a day to party. I could do $100 a day and it was a good day. Every once in awhile, I would go all outs and drop $200 to buy some of the guys I'm with shots, shots for the girls, beers for myself all day and a few meals. I'm think $30-$60 will go to the girl as well, depending on where you get them from and how hot they are.
A lot of people come back from the Philippines and tell their friends, shit is so cheap! It really isn't, LOL. I mean, it still is but it adds up quickly. Also remember, Westerners own and run the entire scene! They know what you pay in the US and Europe and Asia. They know you have money, they subscribe to these types of forums and they're also looking to make a buck or two and your behalf.

I try to budget myself $200 a day so that I can let loose and have fun! I actually go for girls in the 6-8 range because I feel I'll get a great GFE and won't have diminishing returns in the looks department.
I've never been to boracay or cebu but I have a lot of friends and coworkers who have. I've also read reports and it doesn't sound too good. I think you're going to have to try and pick up civilians or bring a girl with you to those locations.

It's going to come in useful when it comes to taxis and tipping. Leave tip on the bed for room service before they clean your room. One morning, in Bangkok, I forgot to leave tip on the bed before heading out, when I came back to my room, the maids didn't even bother to clean my room. I realized that it was because I forgot to leave tip. Also, depending on the taxi driver, he may say he doesn't have any change to give back if you gave a 500 pesos bill. Or, he may think that his tip is included in the 500 pesos. Avoid getting yourself in this type of situation.
When you're at the Manila airport, just exchange 100 bucks just for taxi, buy sim card / pesos to fill sim card for your phone and to buy drink / food. The exchange rate isn't that high at the airport. Do it at the shopping malls where the exchange rates is higher and you get more back. The hotels can exchange to but their rates is not as high vs the malls or supermarkets. Forget about exchanging 20 or 50 USD bills, do the 100 USD bills. One more thing, if you do happen to have older 100 USD bills dating before 2006, a number of exchange places in PI won't accept it. So, bring the newer 100 USD bills.

Some dept stores in the bigger malls like SM, they may require you to fill out a form first in order to exchange USD to pesos. On the form, they'll ask for passport number and the counter may want to see your passport also. That's something to keep in mind. Not all places that exchange money will require this but, some places do.
