Can anything even be done with just a license plate and a person alleging what was taking place? I'm under the assumption that for it to be close to any type of conviction you have to be caught by LEO.

Yes the cops cannot make a arrest just because someone writes down your license plate. I would use due caution. Because the cops will probably crack down a bit.

It's up to the minute updates about where LE and the SW's are located. He even described if they were black, white or latina. I could have sworn I saw a tweet about a skinny latina When I read that I was thinking,"I wish I had seen that earlier 'because I would've stopped by."

His appointment was not renewed due to corruption, a police brutality scandal, and low morale in the department. Parks is currently an LA councilmember, representing South Los Angeles which includes the section of Western Avenue mentioned. He had also since run for other offices, such as LA County Supervisor, but has not won.
