I've occasionally run into this, and there is a three step program to help things a little. First, make the girl feel safe and comfortable - men and women can't get aroused otherwise. Next, prepare the girl with gentle foreplay keeping an eye on her feedback and what she likes. Only do what she likes, it is trial and error.
