Amber hasn't been on vacation since last year when she had those serious charges falsely put on her. They were dropped when it was found that people had lied. She is still around although she does periodically disappear.

OK, I definitely get the safety issue of out of state plates, but am surprised to hear that phone numbers aren't a good source down there. Up here the girls push customers to use phone contact as it is much safer for them (the girls) than it is to be walking all the time.

The local jurisdiction would absolutely have an upper hand when imposing enforcement regulations on a out-of-town offender who's already facing a myriad of logistical challenges to began with.
