In hindsight, I can see the liability logic from LEO in a situation like this.
The hospitals say this is SOP for LEO in Summit County. No hospital with an ER has a true lock-down unit. The hospitals with lock down units won't accept an emergency patient. Non lock down hospitals (I. E. Places without psych wards) will not take a patient suffering from an emergency.
I have been told via text and email from my team that many people with experience being arrested for substance abuse know this "loop hole" and exploit it to escape after being arrested.
It's mind-numbing.

Western Reserve doesn't -- PD actually "released" her to there.
The places with lockdown units don't have ERs.
Many places can transfer a medically stable patient to a lockdown, but care of HIPAA, if a conscious patient leaves AMA, the hospital cannot call the police.
If there is someplace with an ER that also has lockdown in Summit County, please share -- odds are good that it'll be needed.
