So keystone oil would simply be bid up and sold to Europe, China, Michigan or whoever bids the most.
Now if the US put a legal stop on exports, and throws Europe into an oil shortage crisis, then. All hell breaks lose, and Russia wins again.
Global demand will always equal global supply.

Why would oil companies drill more oil to lower prices? They would have to spend a ton of money to ramp up production and there is a lag. In 6 months to a year from now when that increased production comes online, maybe oil prices have come back down. The right thing to do as a business is to just keep pumping the same amount and count your money.

Point number 2, it wouldn't be flowing yet anyway. While I agree its needed, would have no impact on current prices.
