But as far as getting her exact GPS location you need to be our scary uncle leo or upper management in the cell company to access that kind of information. But as one uncle told me if you are a high tech thief there are the tools out there to track someone by the phone's GPS location chip. A note on the cell phone tracking, on most cell phones the GPS function can be turned off by the user, under advanced options.

Harley could always publish a warning to other providers with his name and number if he contacts her again. Would he like his name and number up in lights for the world to see? I think not.

A cell is only safe from LEO with the battery removed, and that's not 100% safe. Some units have a capacitor that stores a charge to keep the memory in storage with a depleted battery; I believe some smart phones can be pinged once or twice even with the battery removed. True privacy is a thing of the past in the US, why do you think the government demands the source codes from cell providers, and software programmers, it's not to provide you with better service.

Uncle LEO can defiantly access a cell if it's turned off, and you will never know, the same goes for your PC. I am not talking about just location; it can be used as a listing device also. Anything that has a transmitter can be received by the unintended. We are probably talking way beyond a Ho phone here. I am just saying.

Contrary to popular belief, a warrant is needed to track cell phones because only cellular providers have access to those records, and you have a reasonable expectation of privacy. There's no way, short of having a virus on your phone, for other people to track your phone. Some cellular providers have a service you can use to track a phone if it's in your name so you can keep track of your kids or whatever, but you can't really just track someone. GPS only goes from the phone to the GPS satellites and back to the phone, it doesn't go through a central server. The tracking works when the servers ask the phone where it is, the phone pings the GPS satellites, then tells the servers where it is.

You cannot access someone's phone or computer if they're turned off. It simply isn't possible. The residual power left in the phone after the battery dies isn't enough to run the processor, much less the GPS or antenna circuitry. It is only there to make sure the memory stays fresh. All this paranoia is dumb.

Now, that being said, with a warrant, the cellular provider will gladly hand over a list of your locations for a determined period of time. However, location data has not been used to incriminate someone in a crime unless there is other evidence. You can't simply say,"You were in this area at this time, therefore you were doing something illegal." It is simply used as evidence to narrow down the range of possibilities, and is more often used defensively instead of by prosecution.

You're orders of magnitude more likely to be busted in a sting operation or get snitched on than to have them do a full on investigation of you to determine if you picked someone up on the street at some point. Unless they end up dead, then you're going to end up found and in jail. They don't mess around for murder, but as for prostitution, it's pretty much the low hanging fruit they're after.
