Pay cash and join under an alias. You may have to purchase a $100 card and have a leftover balance. I found that Target allows the $20.05 balance accepted as partial payment for the next month's $100 card. It scans it and you pay the difference in cash. This was a Target card used at a Target store.

I have bought Vanillaone cards which can be filled with any amount so it's $80 bucks plus their $6 fee out the door. The any amount ones are harder to find but literally any chain including Safeway sells gift cards.
