It's really a waste of time. As I said, instead of all of these unlikely ifs, worry about the real problems which don't involve police at all.
My point was simply that this booker's message doesn't make a shred of sense and is just someone looking to get verbal revenge by puffing air. If he were any more motivated he wouldn't rely on text messaging past customers.

Even if Axe informed the correct agency, not sure there is much they can really do, just based on the word of the old employee, unless the old employee is willing to testify. Let's face it, mycupcake isn't exactly under the radar, and probably is very much in the radar of whatever agency (s) would investigate it, being that agency and most seem to have locations over more than one city, county, and even state.
One has to assume, any agency that has a website, on HX, or otherwise well publicized, has to be under investigation. One of two things will happen. The agency will close on its own, or LE will have gathered enough evidence to prosecute and close them.
There are at least a couple agencies that have been well publicized, operating for 20 years or more. So, in my mind, +- proof LE really isn't interested. There is the case of the Ladera Ranch guy, had numerous locations in Irvine. Easy to google. No mention of johns, only of LE arresting him as he left his home.
OC OCHTTF should have been the one to notify. They have their cases they are moving against, and definitely not in a hurry to put all of the agencies out of business. One never wants to work oneselff out of a job, and they are smart enough to not work themselves out of a job.
I get it, no one wants any interaction with LE when it comes to this activity. Think about it in an unbiased way, and one will realize Axe is upset, wants revenge and blowing smoke. Oh, and probably going to open his own agency, if he has the funds to do so. Nothing more.
