Twice I have seen the black Crown Vic just sitting, once with one occupant, once with two men. Both times it was there when I entered and an hour later when I exited. It was sitting in the tax preparation lot next door on the other side of the fence. They paid me no attention, and I just walk in like I have an appointment.
