What we probably should do during the LE check for a new girl or new AMP is to say the following when you enter the room.
"I am okay if you take your clothes off and you can touch me anywhere you want. ".
Any monger who says that takes sexual assault in the fourth degree off the table for the girl.

What are the rules of engagement?
1) Never talk about a fee for any type of sexual service before, during or after your session.
2) Always ask if it is okay to get naked or touch the girl or monger before doing it.
3) Always pay the girl after the session is done.

Have your clients sign a consent form, maybe ask for ID too. If client says no, show him the door. We too can use the law to defeat HPD. In fact it would be a good idea to consult a defense attorney to establish new standard operating procedures to protect your establishments from future police harassment.
It's just good business sense.
