The City of Seattle made a huge real estate purchase the Red Lion Hotel in Seattle! It was supposed to use it for the homeless but when it had the Seattle Fire Department inspect it for habitability there was found a high level of methamphetamine residue which would require new drywall, new carpets or tile, and something done with the popcorn ceilings probable sanded down and resprayed!

I suggest just pain the walls with the primer sealant Killz and then spray same on the popcorn ceiling. And then removal of all carpets and leave concrete as the floor wherein each resident can add rugs or 99 cent per square foot tile on their own.
