So I have no idea what you mean about a database tracking numbers would do. If it were me, I'd make up a number and use whatever state I'm in followed by "lottery winners."

Reading what the other posters have suggested makes sense that the provider wants to hear the voice, but that doesn't explain why no blocked calls.
