This is an interesting question. I have not seen any research on that -- but I will offer my own assessment (take it for what its worth).
There is very little if any blood-to-blood contact with anal rimming, so the transfer rate is very low. I am not sure I would want someone with full blown HIV anywhere near by ass. Nor do I like "digital penetration" of my anus. But classic "Asian" or "Tossing the Salad" is gentle enough that there is less risk than through other means.
The caveat is that the to ares of the body with the highest propensity for bleeding are the mouth and anus -- so it would be possible for blood to be exchanged. But it is highly unlikely.

One thing I have consistently read, however, is that condoms offer little-to-zero protection from vaginal transmission of HPV. So it is not the BB but the BJ or FS that gets you (more FS than anything else).

Develop a daily regimen of 5,000MG of L-Lysine *each* (i.e., both of you).
No doctor will tell you that L-Lysine cures or prevents herpes, but I have had friends use it on my advice to get rid of cold sores (a form of herpes) within 24 hours, and I have never had a cold sore in my life.
I have heard others who have successfully used L-Lysine to prevent/suppress herpes outbreaks indefinitely. I suspect it would be enough to enable safe carpet munching.
He is my advice:
1) both of you take 5 grams (5000MG) of L-Lysine for 7 days straight before doing it; keep up at least 3MG daily afterwards (1000MG 3x day) and I would compliment with 1000MG Vitamin C (the two seem to have a synergistic event)
2) both you should gently but thoroughly wash the hell out of your genital areas with PhisoDerm daily for a week prior -- and for sure before doing the act [note: do *not* scrub hard or such that skin is raw; gently lather with generous amounts of PhisoDerm, rinse and dry thoroughly but always be careful to be gentle, you do *not* want to break the skin or make it inflamed]
3) really double-check for an outbreak before going down.
