Without victimization, providers don't feel as secure as currently they can play victim when raids happen to escape prosecution and deportation. Without the extensive trafficking network, you don't experience the variety or meet top tier providers from sanction cities such as NYC. There are many willing on their own terms; also many cases of victimizations; but no one would do this if they had other options I can tell you that.
