There was an abuse by mostly conservative christian groups to spend resources, they were otherwise barred from spending, on political campaigns. The fact that most of the organizations that the IRS investigated were conservative is simply a function of that fact that most of the organizations breaking or bending the law were of a conservative nature. As an example, most of the people that get speeding tickets tend to speed. Its not a bias against speeders!
