What they've done is brilliantly latch on to "trafficking" as a front for their typical stings. People were starting to get bored with their pursuits of mostly victim less crimes. All you have to do is look at the results of their nationwide "trafficking" stings. There's very few minors that they find; and when they get a potential trafficking victim, like at an AMP they arrest her. Why would you be arresting a "victim?" It's mostly bullshit, but it ensures them a solid stream of cash flowing in so that they can fund their ventures.
