Like it starts off clearly talking about how meetings were arranged through social media, which would suggest guys responded to an ad that was posted on a site somewhere. But all of the guys who were charged were also hit with a "using a vehicle to promote prostitution", which feels more like guys rolling up on and approaching a girl off the street. How can it be both? Unless its guys responding to an ad and then agreeing to some form of a car date I don't see how it adds up.
Also, the subject talks about guys getting busted for solicitation of underage girls, but none of the guys are charged with that at all?

I am assuming being that the UC wasn't a minor they got them with the felony solicitation of prostitution, instead of soliciting a minor for prostitution. Solicitation of prostitution and use of a vehicle to promote prostitution I can only guess the plan was to pick them up and bring them to a spot to do the deed.

If you knowingly try and hookup with underage then fuck them lock them up. They deserve everything they get but if it was a trap and they never revealed their age then that's a whole other story.

It's all public on the VA crime site for all to see if you know his name. Sadly only got probation for now.

Now, if they had actually had sex with an underage girl, that's different charges for sure. Of course, never set a date with someone who has clearly stated they are under 18.
I've watched a lot of documentaries, cop shows, YouTubes videos, read cases, and more and a John hotel sting works something like this. One day, LEO gets 3 hotel rooms near each other, with 1 of them across the hall so it can be watched through the peep hole. The female LEO is dressed up like the way an escort would be. 4 or 5 male LEOs are in the room across the hall, waiting, watching, texting incoming calls. The 3rd room is a holding and processing area for those busted. That morning, LEO puts up a few ads on various sites. Johns start texting. Several LEOs are responding to the texts and during the exchange and the setting up of the time, LEO must make certain to state clearly and on record that they are underage. Sadly, doing this brings in a lot more guys in one day than if it were a regular of-age working girl. If the John agrees to continue with setting up the encounter, that right there is the crime. All that needs happen next is that he show up. He knocks on the door and as soon as the female cop opens it up, the guys from across the hall swarm out of their room, and take the John down, add the cuffs, and bring him to the 3rd room for processing. I get why a female voice is necessary if John wants to talk on the phone, but I never could figure out why they dress up the female LEO in street walker clothing if they are going to bust the guy as soon as the door is opened up. Maybe it's just a habit from the streetwalker bust scenario. The Johns are not usually taken "downtown. " They are busted right there, processed in that 3rd hotel room, and a half hour or so later, released out to the parking lot. They might even bring in a counselor to lecture the guy for awhile about the dangers of sex and such before letting him go. Yes, in some counties, John's car has been searched and impounded at this point, so the guy is on his own for transportation. The LEO do make a fair amount of money on guys paying to have their car released from impound. These kinds of sting operations are rare because they are expensive (3 rooms, wages of 5-6 LEOs, maybe a counselor, and time consuming). But having one every year or so makes for good community relations and positive local news that bad guys are getting busted and the LEOs are doing their puritanical job. Of course, if anything else, drugs or weapons are found in the search, that's added on to the charges too. In fact, if a sizeable amount of drugs or weapons are found, that could trigger a search warrant for the residence.
Some things I've noticed: Since they are on the job, when you text, you will always get a fairly quick response. They will be available at the time you want. If you pull up to the hotel parking lot, drive all around and look for a few tow trucks lined up in the corner, waiting for their turn like taxis at the airport. You might see an undercover LEO in an unmarked car in the parking area too. You will never get ghosted during the entire process. When you text to get the room number, it will be given right away. There won't be any request to wait 10 minutes.
