in the extreme cases, say CH in RI, not only they do not get anything from the house fee, they actually forfeit some of their tip.

In the most legit places, the ratio is 40/60 (40 for the masseuse). The sleazier you go, the ratio gets worse and worse for the provider, to the point they have to pay the owner for each customer they get.

Most extreme, of course, are places (none in NE, to my knowledge, but other cities in the US have them, reportedly) where the women are simply slaves, and get absolutely nothing except their quarters and food.

Situation with strip clubs is similar: Dancers get nothing from the house, they actually pay a fee per night, and also expected to tip the wait staff, especially the bouncers, whether they make any tips or not.

Some clubs let them keep the tips, while others take a cut of the tips also. They do pay a fee for using the "champagne room" or whatever the private area is called.
They also pay fines for "no show" nights, when they miss a night that they're scheduled to dance.

Don't know what the consequence of getting caught arranging an outside "date", but I suspect that in many clubs it would cost them more than just money.

I don't believe they ever stopped. Was that your only visit? They do tend to be a little more cautious your first time there. The key to it is to make sure you make the first physical move without verbally asking them for anything. That allows them to maintain plausible deniability.
