Recurring problem with many West Coast providers

If they're really good, wouldn't they be in demand in their home area? And, if it's a privacy thing, aren't there plenty of other West Coast cities where they could work? An SFO provider could easily travel to LAX, for example, or vice versa. IMHO, one likely reason is that the DMV has gotten a reputation as a place where providers can charge top dollar without providing good service. And it's also an area where there's a constant flow of mongers looking for the "next new thing" without doing too much research.
So that creates a "perfect storm" environment for GPS, ripoff, or poor value providers. It certainly sucks but that's the hand we've been dealt and all we can do is play those cards as best we can. Whether it's visiting FBSM providers, or the type of West Coast girl you encountered, they're experts at taking your hard-earned money and giving you little in return. IMHO, mongers need to do a better job of thinking with the big head and resisting the temptation to jump in without first doing homework. My personal strategy is to patronize our local ladies as it's easier to do research, the good ones care about customer service and cultivating regulars, and there are more than enough to satisfy my desire for variety. I have yet to have a perfect UTR who lives here in DMV. The visitors are the ones I can get to do what I want. And then they are gone.
So, let's take the game back: happily pay for the hr or half, and establish that a tip for nothing is 20, for HJ is 40, for BJ is 80, for FS is 120. Or something like that. And lets stick with it.

The NYC-based provider you posted about would seem to be in that category. That kind of traveling provider is usually well-known in her touring cities and has an established clientele who look forward to her visits and often schedule well in advance.
Another type of traveling provider is the occasional visitor who comes to the DMV in a "hit-and-run" kind of way to make max cash before leaving. The provider described in the post to which I responded (Timmy9494's) would seem to belong to that category, IMHO.
The point you raise about a provider wanting to avoid staleness in her home market has a certain validity but it's also true that many local providers do just fine without ever having to travel. So whether or not to tour would seem to be a personal decision rather than dictated by the market. And the choice of touring cities is also a personal decision.
Taking your NYC provider as an example, she could easily keep herself fresh by shuttling between East Coast cities like Boston, Philly, the DMV, etc. And West Coast providers could do the same with the major CA cities, Seattle, Las Vegas, etc. So if a West Coast provider comes to the DMV it's for something more than just avoiding staleness. But the main point is that there are different kinds of travelers and reputable touring providers are not the ones we need to be concerned about.
I'm not sure I get your point about not having a local UTR and how visitors are the only ones you can get to do what you want. My experience is completely different as my local regulars want to keep my business and do their best to keep me happy. By having enough of them in my rotation that helps to keep things fresh and avoid staleness.
But to each their own. My original point was directed at the occasional visitors who come to the DMV (often from the West Coast) with a GPS+ mentality. They're part of the "bad" group of travelers while your NYC lady is part of the "good" group. With a little bit of homework it's usually not too difficult to figure out what kind of visiting provider you're dealing with and avoid the bad.
