Some heavy smokers use refillable lighters, but considering where you saw the can, I'd lean towards drug activity.

Or if you have a reuable lighter too.

I notice when they include mention of the snowstorm in their posts. I think it's a gimmick sometimes ("Come in from the cold, I'll warm you up") but it could also be indication that they don't have the normal flow of clients and have put some thought into their post.
