Unless they have evidence of human trafficking (and they didn't in the latest Watertown busts by their own admission), the prosecution of massage parlors is notoriously difficult due to the entrapment issues. The entrapment is only legal if it's done by a private citizen, not a law enforcement official. And all this "concerned citizens" BS means literally nothing legally. Woke up thinking, it has been a minute and didn't adventure out. Stopped by CTown first, talent at Ox Ford was blah, moved to Ink Block, average but very cute, I'm picky! No go for me.
