I suspect this is what's going on here, except they've figured out a clever way to get the pawns to actually pay money to be pawns. Just a guess. That would make these shops huge loss leaders. They aren't making any money by running these two locations, but they more than make up for it with the other MPs they get people to open.

That's not really nuru. Real nuru involves the special seaweed based gel and a lot of slippery time with you and the provider on an air mattress, and it's worth every penny you pay for it. That in itself isn't worth the cost as the service is very much the same. To get the full effect you need the air mattress setup. The only place I've ever had it was in Asia and it was quite messy, but tons of fun.
