It happens all over USA, including small towns in the mid-west. It just does not happen as often as it does in third world countries. I'm certain it happens to minorities way more than whites. Perhaps, this could be why this comes as a shock to some. About 15 years ago, a tow truck tried to tow my car while I was sitting in it. I tried to put up a fight, two cops showed up out of nowhere in a matter of seconds. Guess what? They were in on it. I had to pay the "driver" of the tow truck $50 in order for him to put the car down from dangling in the back of the tow truck. He was also showing off in front of the cops. I was so angry about it. The cops only calmed down after I asked for their names and badge numbers. The only reason I didn't follow through with a complaint is because I lived down the street and had just started a family and didn't want any trouble. Them fuckers were in on it for sure.

I was in front of Walgreen in the fire lane with the car running while waiting on a friend who quickly went in to pickup something. I later found out technically I was on a private property and a tow truck can't randomly tow my car unless the property owner requests it, which they didn't. I guess that night they decided to make some money by targeting that shopping center.
Also, I've got my money taken by DEA in ATL airport when I was in my early 20s.
