I have received various levels of extra's, beyond the usual HJ, sometimes without even paying extra tipping, and when it is least expected. Not ever on a first time visit in my case, but don't think it can't happen. It is very rare, but it does happen, even in those places that are "known" to be HJ only.
I had the same experience as you at Webster don't be skeptical all you have to do is try and ask.

AMPs are cautious, but FS is not all that rarely at many of them.
