It seems that they were led by the Warren Police Commissioner, but credit was also given to a Macomb County Task Force. They have dedicated resources in their vice squad for prostitution. Most cities do little to nothing and basically it falls to the county.

Police activity is relatively light outside of traffic stops. Southfield PD isn't all that interested. There is plenty of legit commercial activity so they can remain invisible. It's also viewed as a much safer location than Telegraph south of 8, but still convenient for the dealers to make deliveries. There are dealers that operate out of Ypsi, but most girls are heroin addicts and they won't move more than a 15 to 20 minute drive away from the dealers they use. For fear of being dopesick.
