As mentioned it is very much illegal but everyone looks the other way, there is several "clubs, lounges and bars" that are just WGs standing waiting for customers. Asians, Eastern block and Africans. I used to stay at the Moscow Hotel in Dubai quite a bit. The Red Square Bar inside the hotel opens around 9 or 10 if I remember correctly. They have no problem with you taking one or even two of the Russian ladies upstairs. There is also a coffee shop in the hotel that is good for finding entertainment during the day. I used to be a contractor in Baghdad years ago, and frequented Dubai a lot. However, I haven't been there in the past 10 years, things may have changed.
